Dues (per lot)
Every property owner is required to pay annual POA Dues & Amenities Dues, to be paid January 1st every year.
POA Dues - $310 per year (Due January 1st)
Amenities Dues - $310 per year (Due January1st)
Total:  $620 per year
NOTE: The POA dues for 2024 increased from $265 to $310 per lot to offset a macroeconomic increase in labor costs (roads & water).  We have not had a dues increase in over 20 years, so thank you for your patience and understanding.
 
Water Fees
Every POA property owner with a functioning water meter is required to pay the following for water usage: 
$175 base fee + $2.50 per 1000gallons of water used up to 100,000 gallons.
If usage is above 100,000 gallons, the rate for the additional water is $5.00/1000 gallons.
NOTE: We have 3 grandfathered Associate Members who pay 2x the above rates
 
One Time Fees
Transfer of ownership (immediate family is exempt) -$50
Cabin/Home Building Application - $1000
Small Project Building Application - $500
Refundable Bond for Large Building Projects - $10,000
Refundable Bond for Small Building Projects - $2500
Water Hook-Up Fee - $6000
 
Special Assessment
To cover the cost of the water tank relining project, residents should expect a special assessment of $135 per lot for two years (2024 & 2025).

After careful consideration, our Board has decided to discontinue plowing individual driveways and instead concentrate on our roads. While there are many providers in the area, we have listed a few for your convenience.

Our decision came down to equipment and labor. Our snow removal equipment is not suitable for plowing driveways, and sustained significant wear and tear last winter. We had to decide whether to invest in better driveway plowing equipment, while also facing a shortage of individuals willing to continue plowing driveways. Lowell was the only person willing to take on the job, and he has procured his own driveway plowing equipment. If you are interested in his services, he is willing to discuss specifics with you.
 
If you want to have your driveway cleared of snow, you'll need to contact a service provider. Here are a few options to consider:

The 2022/2023 winter was tough on all of our roads. Although we started with two part-time plow operators for our roads, the season proved to be demanding, and we eventually hired a specialized contractor to assist with widening our roads. We have increased to four part-time plow operators for the 2023/2024 season.
 
The long and harsh winter also had a negative effect on many of the roads owned by the POA. To address this, the POA staff has been working to spread road base in various locations to repair road damage and improve drainage. The access road leading to Plat-C reservoir was improved to allow the water tank repair crew to access the site (see water update). Road base was recently placed on the south end of Mountain Way to enhance the road's condition, in conjunction with maintenance efforts by other neighboring landowners. Red Pine Dr. was graded and had additional road base spread on the southern end.

To help with dust abatement and water spreading, a water truck was purchased and will be put into action in 2024.

Our community has faced significant challenges with our dumpsters this year, caused by both member and more likely, increasing non-member activity.
 
In an effort to reduce damage to the waste management's compacting dump trucks, our maintenance manager has been patrolling our dumpsters regularly and literally dumpster diving to remove inappropriate items. He has been hauling these items to the landfill on a regular basis- totaling 9 tons since May 2022. 
 
Accordingly, we will be adopting a seasonal roll-off dumpster program to dispose of larger items that could damage compacting dump trucks, similar to BLW HOA (thanks Richard Barako!). We are also looking at physical security restrictions to discourage non-member access to the dumpster area. It is likely we will install a vehicle gate with a keypad that can be upgraded in the future to align with the same technologies Amenities may adopt for beach access- after those decisions are finalized. We met with our waste district to better understand what types of items are causing problems. 
 
Please review the below dumpster guidelines and familiarize yourself with items that should be placed in a dumpster, vs. waiting for the seasonal roll-off or being taken directly to the landfill. Also, please provide feedback on the gate for the Board to consider in our next meeting.

Please remember that if you have a culvert associated with your BLW property or driveway, you must keep it clear and flowing properly, not the County or the HOA/POA.
 
Damages caused by plugged culverts could/may be charged back to the owners in question.

Fires can and do happen.  Bear Lake West is considered to be a a brush fire risk by many insurance companies.  Also, our evacuation routes are very limited, especially during the Winter months, so it is imperative that we use extreme caution to prevent fires.  
 
What can you do to help?
 
1. No burning of wood, garbage or other combustibles outdoors in the subdivision.  
2. No fireworks, no shooting of firearms, no fires and no playing with matches.
3. Create a defensible space around your home.  This increases the chance of your home and structures surviving a wildfire.  Firewise USA has helpful tips to get started.

We understand there are some HOA/POA members who are concerned about the new Coopers sign.
 
The new sign has been installed and should be a positive addition to Coopers, the golf course and other messaging to members.  Please understand that this was a decision made and approved by the previous Amenities Board and has been in the process for over a year.

A decision has been made in conjunction with the POA to open the access gate to the beach.
 
Below are the current rules and requests with regards to the access gate to the beach:
1.  The gate will be open at 9am and locked at 9pm by BLW HOA Board Member Conway Jensen.
2.  When you enter and pass the high water line, you are on Sovereign Public Property which is NOT BLW property.  Anyone can be there.
3.  As members, the access belongs to you.  Please take care of the area and what you PACK IN, PACK OUT. 
4.  Members will be required to police themselves.  After you enter, close the gate behind you and don't be afraid to ask a person if they are a member.  If they are, I am sure they will appreciate it.  If you encounter someone illegally using the access, call the Sheriff's Office. 
5.  We are working to get a porta potty set up. It will have to be set on our property, which will be some distance from the water.   If one is there, please use it.  
6.  You use the beach at your own risk.  If you get stuck, you need to take care of this yourself.  If there is an accident, call the Sheriff's Office.
