Amy Karcher, President and Treasurer
Amy previously served on the POA Board from 2012 to 2018 where she served in several roles, including Vice Chair and Amenities President. She was re-elected in 2022. She holds a BBA in Accounting and is a Certified Internal Auditor and ACL Certified Data Analyst. She has worked 20+ years in an advisory capacity for large companies and her current role involves a lot of problem-solving through interviews and data analytics. Amy and her husband Ross have been part-time residents of the POA since 2010.
Michael Wade, Board Vice Chair, Compliance/Maintenance/Water Committee Chair
Michael grew up in Colorado and is a retired school teacher of 32 years where he taught high school math and coached several sports including football. Michael received a BA in Education from Western Colorado University where he played football for four years on a scholarship and received his MA in Education from the University of Colorado. He retired in 2019 and moved to Bear Lake in June 2021. He's lived in rural communities most of his adult life and loves the outdoors including ranching, skiing, and fishing. Although he still considers himself retired, he will be helping Bear Lake County School District by teaching 7th grade Social Studies this coming year.
Board Director, Amenities Director
Nate has been in the construction and real estate development industry for 27 years. He has 15+ years of experience in land use rezoning and permitting all over the United States, and 10+ years in the supply and importing industry. He has worked on very large projects to small projects for homeowners. Nate's experience is helpful in working with property owners, and government entities and working through land use issues. Nate and Rebecca bought their home in May of 2022. Although they are new to Bear Lake West, they have been enjoying and recreating at Bear Lake for 35+ years.
Michelle Fillion, Board Director, Secretary, Compliance/Maintenance/Water Committee
Michelle has been a full-time resident of the POA since 2015, and the Bear Lake Valley since 2006. Michelle spent many years working for the Federal Government, which gave her experience in project management, administrative, analytical, research and office management. Michelle has gained a lot of customer service experience as well, which is extremely helpful in any aspect of doing business with the public, property owners and officials in the area. Michelle believes in running a proactive organization, helping people when needed and doing what is in the best interests of the POA Property Owners.
Marty Phipps, Board Director, Compliance/Maintenance/Water Committee
Marty is a part-time resident of the POA and is in process of building a new home in addition to the home he already has. Marty has several years’ experience working for Rio Tinto where he traveled extensively and held many roles and positions. He currently owns and operates the Shell/Bears Den gas station and store in Garden City. Marty has been serving on the Board of Directors of the POA since 2019. Term ends August 2024.
